REGULAR BOARD MEETING - 7:00 P.M. JULY 16, 200

Approved the minutes of the June 18, 2007 regular board meeting and June 28, 2007 special board meeting.

Designated National City Bank in Waterloo, Illinois as a depository of district funds, effective January 1, 2007.

Awarded the following bids: cafeteria bid for dairy items, bread and bread products, and food/supply items, all awarded according to the previously sent bid specifications, lowest bidder, and in the best interest of the district to the following vendors: Fox River Foods, Inc., 5030 Baseline Road, Montgomery, IL 60539 as the district’s prime vendor and Gateway Proclean, Inc., 2081 Exchange Drive, St. Charles, MO 63303 as the district’s chemical vendor; Interstate Brands Corporation, 6301 North Broadway, St. Louis, MO  63147, as the district’s bread vendor, and The Milk Parlor, P.O. Box 117, Hecker, IL 62248 as the district’s dairy vendor, effective July 17, 2007 through July 22, 2008.

Awarded the following bids: copier paper, toilet tissue, roll and multi-paper towels, pest control and trash services all awarded according to the previously sent bid specifications, lowest bidder, and in the best interest of the district to the following vendors: copier paper to Paper 101, P.O. Box 248, Ankeny, IA, 50021 in the amount of $32,723.30, toilet tissue, roll and multi-paper towels to Dutch Hollow, Inc. 6218 Old Saint Louis Road, Belleville, IL 62223 in the amount $10,106.00; pest control to V. “Red: Smith, 406 Grand Avenue, Waterloo, IL 62298 in the amount of $3,120.00 ; and trash services to Reliable Sanitation Service, Inc., P.O. Box 210, Waterloo, IL 62298 in the amount of $13,863.00.

Awarded the drivers education car bid according to the previously sent bid specifications, lowest bidder, and in the best interest of the district  for the purchase of a new drivers education car  (2008 Chevrolet Impala 4dr Sedan LS 1WB19) to the following vendor: Weir Chevrolet Buick Pontiac GMC, Inc, 1107 South Main Street, Red Bud, IL  in the amount $16,478.98.

Accepted a resignation letter dated June 21, 2007 from Susan Nobbe as a gifted teacher, effective at the end of the 2006/2007 school year.

Accepted a resignation letter dated June 25, 2007 from Robert Heal as a junior high school science teacher, effective at the end of the 2006/2007 school year.

Accepted a resignation letter dated June 26, 2007 from Kelly Black as a high school science teacher, effective at the end of the 2006/2007 school year.

Accepted a resignation letter dated July 7, 2007 from Mary Begis as a high school English teacher, effective at the end of the 2006/2007 school year.

Accepted a letter of retirement dated July 11, 2007, from Dianne Jotte, cafeteria worker, effective, July 23, 2007.

Accepted irrevocable letters of retirement from Patricia Bieber, Kevin Dooley, Kathryn Harres, and Thomas Vogt, effective at the end of the 2010/2011 school year, stating their irrevocable retirement according to the 2006-2009 Agreement Between The Board of Education and Waterloo Classroom Teachers’ Association as stated in Article IX - 9.10 Severance Incentive.

Approved additional extra-duty positions for the 2007/2008 school year as per recommendations from Administrators and Athletic Director, Rick Keefe.

Accepted the treasurer's report, student activity reports, and payment of bills.  No investments were made for the month of June in anticipation of the mailing tax bills out later than usual resulting in later payable due dates.

Approved the required Application For Building Permit-form 36-10, awarded base bid packages, and authorized contracts for the construction of the new Waterloo High School, 1100 South Market Street, Waterloo, IL 62298 as per recommendation from S.M. Wilson & Co. as follows:

Employed Lindsay Espenschied as a full-time junior high school science teacher, effective August 20, 2007, for the 2007/2008 school year.

Employed Andrew Mayer as a full-time junior high language arts/reading teacher, effective August 20, 2007, for the 2007/2008 school year.

Approved an agreement with the Waterloo Association of Service Personnel (WASP) and the Board of Education regarding Debra Arras’ placement on the paraprofessional’s longevity step on the salary schedule as per contract agreement, effective for the 2007/2008 school year.

Accepted a letter of resignation dated July 13, 2007 from Patricia Boyer, cafeteria worker, effective July 13, 2007.

Employed Nicole Babinsky as a full-time high school Biology teacher, effective August 20, 2007, for the 2007/2008 school year.

Employed Jeri Traser as a part-time (3 hrs.) high school Spanish teacher, effective August 20, 2007, for the 2007/2008 school year.

REGULAR BOARD MEETING - 7:00 P.M. JUNE 18, 2007

Approved the minutes of the May 21, 2007 regular board meeting and May 24, 2007 special board meeting; and further, made public certain executive minutes according to the requirements of Illinois law as follows: Regular: January 22, 2007, February 26, 2007, March 19, 2007, April 16, 2007, May 21, 2007 and June 18, 2007. Special and Organizational: May 7, 2007. The March 26, 2007 and May 24, 2007 Special Board Meetings are not available due to the privacy of students.

Authorized abolishment of the Imprest Fund as of the end of the 2006/2007 fiscal year and to re-establish the fund as of the beginning of the 2007/2008 fiscal year.

Designated Associated Bank, Commercial State Bank, First Bank, First National Bank, Scott Credit Union, and State Bank all of Waterloo, Illinois; and the Illinois School District Liquid Asset Fund Plus as depositories of District funds.

Authorized the General State Aid Entitlement claim for 2006/2007.

Approved the renewal application of the Illinois Association of School Boards sponsored Workers’ Compensation Self Insurance Trust (WCSIT), School Board Legal Liability Renewal Application, School Board Legal Liability #0040960-13 and the School District Treasurer’s Bond Coverage through the Workers’ Compensation Self-Insurance Trust, effective July 1, 2007 to June 30, 2008.

Approved a prevailing wage resolution for the period beginning July 1, 2007; and further, to publish as printed in the Waterloo Republic-Times Newspaper.

Approved renewal of membership in the Illinois Association of School Boards for the 2007/2008 school year with respective $4,796 annual dues.

Affirmed that the safety hazard routes previously approved by the Department of Transportation have not changed for the school year 2007/2008.

Approved the addition of WCTA Extra Duty Assignments as follows: Middle School Team Leaders, Department Heads, and District WebMaster with setting the stipend and experience level at: 0-4 Yrs (3%); 5-7 Yrs (4%); >7 (5.5%), effective for the 2007/2008 school year; and further, pending mutual agreement with WCTA.

Accepted letters of resignation from Teresa Groene and Suzanne Souders, effective at the of the 2006/2007 school year.

Re-employed Amber Dillard as a special education paraprofessional for the W. J. Zahnow Elementary School, effective for the 2007/2008 school year; and further, employed Kelly Eugea and Theresa Kruse as special education paraprofessionals at the Rogers Elementary School, effective August 20, 2007, for the 2007/2008 school year.

Accepted irrevocable letters of retirement from Karen Hodapp and Brenda Krebel, effective at the end of the 2010/2011 school year, stating their irrevocable retirement according to the 2006-2009 Agreement Between The Board of Education and Waterloo Classroom Teachers’ Association as stated in Article IX - 9.10 Severance Incentive.

Accepted a letter of retirement dated June 6, 2007 from Barbara King, effective May 26, 2007, at the end of the 2006/2007 school year.

Accepted the treasurer's report, student activity reports, investments, and payment of bills.

Approved Change Order No. 2 regarding the construction of the new Waterloo High School, 1100 South Market Street, Waterloo, as per recommendation of S.M. Wilson and Design Architects.

Increased the student’s lunch and breakfast prices by 10 cents, effective for the 2007/2008 school year.

Employed Sarah Harres as a full-time special education teacher, effective August 20, 2007, for the 2007/2008 school year.

Employed Mary Ann Kreinberg as a full-time junior high language arts/reading teacher, effective August 20, 2007, for the 2007/2008 school year.

Employed Melissa Unger as a full-time junior high language arts/reading teacher, effective August 20, 2007, for the 2007/2008 school year.

Employed Carla Schwehr as a full-time junior high physical education/health teacher, effective August 20, 2007, for the 2007/2008 school year.

Accepted a letter of resignation dated May 13, 2007 from John McWilliams, Jr., district computer technician, effective June 29, 2007.

SPECIAL BOARD MEETING - 2:00 P.M. MAY 24, 2007

Upheld the administration recommendation that the student ID#110550 involved in the disciplinary expulsion hearing be found guilty of the infraction and be expelled from school beginning, May 25, 2007 and continue through the first semester of the 2007/2008 school year.

Authorized the Director of Buildings and Grounds to advertise for bids for trash containers and pickup and pest control services for the 2007/2008 school year.

Authorized the Director of Cafeterias to advertise for cafeteria bids including dairy, bread and bread products, and food/supply items.

Employed Randy Halleran, Larry Hood, and Robert Mallon as 2007 summer painting/maintenance workers for approximately 10 weeks.

Approved an agreement/letter from Timothy Morris regarding his Modified Early Retirement Option, effective May 25, 2007.

Accepted a letter of resignation dated April 18, 2007, from Dennis Hall, special education paraprofessional, effective April 18, 2007.

Approved the following addendum to the administrators' contracts, effective July 1, 2007 for Christopher Clemons, Linda Yagge, Johnathan Schmieg, Nicholas Schwartz, Mary Gardner, and further; the following addendum to the directors’ contracts for Dorothy Barbeau and Julie Bender.  Pension: In addition to the administrator’s/director’s base salary, the Board shall pay on behalf of the administrator/director a sum equal to .103753 times the administrator’s/director salary as set forth herein above to the Teachers’ Retirement System in the form of an employer paid pension contribution pursuant to 40 ILCS 5/16-152, et seq., the purpose of which payment shall be to shelter the contribution from federal income taxation pursuant to Internal Revenue Code section 414(h)(2) and tax rulings 81-35 and 81-36.

Set the remaining salaries and benefits for directors, managers, supervisors, technicians, clerks, and secretaries, effective July 1, 2007, and the wellness coordinator, effective September 1, 2007, as per recommendation from the finance committee.

REGULAR BOARD MEETING - 7:00 P.M. APRIL 16, 2007

A Public Hearing was held at 7:00 p.m. regarding the 2006/2007 amended budget.  No comments were made from the public.  The hearing was closed at 7:02 p.m.

Approved the minutes of the March 19, 2007 regular board meeting and March 26, 2007 special board meeting.

Approved the 2007/2008 school year student accident insurance underwritten by Markel Insurance Company and brokered by Hesterberg Insurance Agency, Waterloo, Illinois.                        

Approved medical insurance coverages in the Egyptian Area Schools Benefit Trust for the 2007/2008 school year with respective premiums.

Adopted and accepted the Monroe County Hazard Mitigation Plan, January 2007.

Authorized the Superintendent to engage into a cooperative agreement with Lighthouse Early Learning Center for an after-school program at the W.J. Zahnow Elementary School and Rogers Elementary School.

Authorized full payment of salaries on or before May 15, 2007 for all employees not returning to the District for the 2007/2008 school year.

Approved a Memorandum of Agreement Between the Board of Education and the Waterloo Classroom Teachers’ Association entitled, “Article 1 - Recognition” by adding the position, Technology Facilitator, to the 2006-2009 collective bargaining agreement.

Approved that one (1) new coaching position be added to the WCTA Extra Duty Assignments as follows: High School Assistant Boy’s Golf Coach with setting the stipend and experience level at: 0-4 Yrs (4%); 5-7 Yrs (5%); >7 (6.5%), effective for the 2007/2008 school year.

Employed Karen Sorrows for a maternity leave, effective March 20, 2007 to the end of the 2006/2007 school year; and further, accepted a letter of resignation dated March 30, 2007 from her stating her resignation, effective May 25, 2007.

Accepted a resignation letter dated March 19, 2007 from Lisa Sopiarz, high school teacher, effective at the end of the 2006/2007 school year.

Accepted a resignation letter dated April 3, 2007 from Christine Johnson, junior high teacher, effective at the end of the 2006/2007 school year.

Accepted the treasurer's report, student activity reports, investments, and payment of bills. 

Approved the amended budget for the fiscal year 2006/2007.  

Amended the School Board Policy - Section 6:235 entitled, “Instruction - Access to Electronic Networks” on the first reading.

Approved the 2007 Summer Reading Program for the Waterloo High School English Honors Class.

Approved the assignment of staff extra-duty positions, effective for the 2007/2008 school year school year as per recommendation of Athletic Director, Rick Keefe and Administrators (see attachment).

Set a Special/Organizational Board Meeting for Monday, May 7, 2007 at 7:00 p.m. for accepting the Monroe County Clerk’s canvassing of the April 17, 2007 Consolidated Election, seating new board members, and reorganizing the new Board of Education.

SPECIAL BOARD MEETING - 7:00 P.M. MARCH 26, 2007 

Upheld the high school administration recommendation that the student ID#71408 involved in the disciplinary expulsion hearing be found guilty of the infraction and be expelled from school beginning, March 27, 2007 and continuing through the remainder of the 2006/2007 school year and the first semester of the 2007/2008 school year. Student ID#71408 may return to school the second semester of the 2007/2008 school year only if there is successful completion of the optional education program at Beck Career Center as determined by the Administration.

REGULAR BOARD MEETING - 7:00 P.M. MARCH 19, 2007

Approved the minutes of the February 26, 2007 regular board meeting.

Approved the board members and the Superintendent to attend the IASB/IASA/IASBO Joint Annual Conference held on November 16, 17, 18, 2007, with payment of respective expenses according to past practices.

Approved renewal of District membership in the Illinois High School Association (IHSA) and the Illinois Elementary School Association (IESA) for the 2007/2008 school year.

Approved the "Application for Building Permit (Form 36-10) for the New Waterloo High School facility.

Accepted the 2006 Illinois School Report Cards for the W.J. Zahnow Elementary School, Rogers Elementary School, Waterloo Junior High School, and Waterloo High School.

Employed Charles Turner as the freshmen’s girl’s soccer coach, effective for the 2006/2007 school year.

Accepted the treasurer's report, student activity reports and authorized the payment of bills. No investments were authorized to approve.

Amended the 2006/2007 Final Official School Calendar beginning Monday, August 21, 2006 and ending Friday, May 25, 2007, using two (2) emergency days on December 1, 2006 and February 14, 2007.

Approved the Resolution Authorizing Notice of Nonrenewal for nine (9) special education paraprofessionals.

Eliminated the position of Technology Facilitator K-12, and re-assigned Barbara King to a full-time teaching position in which she is qualified to teach due to the elimination, effective for the 2007/2008 school year, with salary and benefits set by the 2006-2009 Agreement between the Board of Education of Waterloo Community Unit School District No. 5 and Waterloo Classroom Teachers’ Association.

Re-employed the educational support personnel for 2007-2008.

Amended the Superintendent’s contract section entitled Salary Amended setting the base salary for the contract years starting July 1, 2007 through June 30, 2010.

REGULAR BOARD MEETING - 7:00 P.M. FEBRUARY 26, 2007

Approved the minutes of the January 22, 2007 regular board meeting.

Approved the submission of a School District/Organizational Proposal entitled, “Response-to-Intervention: Plan-to-Plan” for the November 16,17,18, 2007 IASB/IASA/IASBO Chicago Conference.

Instructed the Superintendent to have the tentative amended budget for the 2006/2007 fiscal year prepared for Finance Committee review; set the time and place for a public hearing at the April 16, 2007, regular board meeting on the tentative amended budget; and instructed the Board Secretary to give notice according to law and Board policies that the tentative amended budget will be on file and conveniently available for public inspection for thirty days prior to the public hearing with the date of display being set on Thursday, March 15, 2007.

Approved that one (1) new coaching position be added to the WCTA Extra Duty Assignments as follows: High School Freshmen Girl’s Soccer Coach with setting the stipend and experience level at: 0-4 Yrs (6%); 5-7 Yrs (7%); >7 (8.5%), effective for the 2006/2007 school year.

Accepted the treasurer's report, student activity reports, investments, and payment of bills.

Awarded construction bids for the new Waterloo High School, 1100 South Market Street, Waterloo, IL 62298 according to previously stated bid specifications as per recommendation from S.M. Wilson and Design Architects to the following contractor: Baxmeyer Construction, Inc., 1034 Floraville Road, Waterloo, IL 62298 for WHS-1/WHS-2 for Combination Bid of Earthwork/SWPPP and Site Storm Sewer with including Alternate #1 in the amount $1,515,900.

Awarded construction bids for the new Waterloo High School, 1100 South Market Street, Waterloo, IL 62298 according to previously stated bid specifications as per recommendation from S.M. Wilson and Design Architects to the following contractor: Woolpert, Inc., 343 Fountains Parkway, Suite 100, Fairveiw Heights, IL 62208-2044 for Surveying in the amount $17,500.

Awarded construction bid proposal for the new Waterloo High School, 1100 South Market Street, Waterloo, IL 62298  according to previously stated bid specifications as per recommendation from S.M. Wilson and Design Architects to the following contractor: Hurst-Rosche Engineers, Inc., No. 5 Bank Square, East St. Louis, IL 62203 for Professional Testing Services in the amount not to exceed $20,000.

Approved district new textbook adoptions for the 2007/2008 school year.

Approved the following district board policies on the first and second reading as follows: Section 7-Students: Residence, Policy No. 760; Attendance and Truancy, Policy No. 7:70; Student Discipline, Policy No. 7:190; and Section 5-Professional Personnel: Maintaining Student Discipline, Policy No. 5:230.

Approved to set the 2007/2008 Official School Calendar with the starting date of August 20, 2007 and ending date June 2, 2008, including six (6) emergency days.

Re-employed Julie Bender as the 7/8's time District Special Education Coordinator for a one (1) year period, commencing July 1, 2007, and terminating June 30, 2008, with salary and benefits to be set.

Re-employed Dottie Barbeau as the full-time Curriculum Director for a one (1) year period, commencing July 1, 2007, and terminating June 30, 2008, with salary and benefits to be set.

Re-employed Ruth Shull as Director of Cafeterias for a one (1) year period, commencing July 1, 2007 and terminating June 30, 2008, with salary and benefits to be set.

Re-employed Jack Latchem as Director of Buildings and Grounds for a one (1) year period, commencing July 1, 2007, and terminating June 30, 2008, with salary and benefits to be set.

Re-assigned Timothy Morris to a full-time teaching position in which he is qualified to teach, effective for the 2007/2008 school year, with salary and benefits set by the 2006-2009 Agreement between the Board of Education of Waterloo Community Unit School District No. 5 and Waterloo Classroom Teachers’ Association.

Accepted a letter of resignation dated February 23, 2007 from Todd Manning, Waterloo High School Principal, effective June 30, 2007.
